The Emperor, card four: The Emperor endures. Armored beneath his robes, ankh-sceptre in hand, he sits on a throne flanked by rams and does not move. He is not wisdom and he is not mystery; he is what happens when will hardens into structure and structure becomes the world. Waite called him executive and realization as the power of this world clothed in its highest natural form. The mountains behind him were not always there, he put them there.
